That will test the NICs' raw speeds - it might be eye opening. Try running iperf tests between the computers themselves.

And even the desktop is using Killer, which aren't exactly known for their stellar reliability. And testing with a phone could easily slow you down, too. I'll extend that to thunderbolt, as well. There is some real crap out there, even for USB3. I'm always suspicious of USB to ethernet dongles until they've proven themselves. The first thing that catches my eye is that every one of your NICs are potentially a little suspect. So Im totally baffled on why the Technicians tester can get Gigabit, but yet No device in my house can achieve it? I Used a USB-C adapter and My Galaxy S9+ and tried speed test, and I can get 500 every time with it. No matter what Device I use, I cannot get above 450Mbps, But the Technician said there was nothing more he could do because his tester clearly showed Gigabit speeds several times. I tried one other test and direct connected my Desktop Computer which is my most powerful computer i have, it has a Killer E2200 Network adapter.

All Have SSD's as well and are newer laptops I dont think their specs are the issue one laptop is a 2017 MacBook Pro using a Thunderbolt Ethernet adapter.

So I grabbed my Laptop and plugged in and tried the Speed test here, and, Both gave same results, Never could get above 450Mbps, I have 3 Laptops all with confirmed Gigabit Adapters, and I confirmed they where Connected at 1000T and Full Duplex, All Same Results. It was on the COX OKC server, and got 920 to 980Mbps every time he did it.

anyways, after trying 3 modems he finally got one to get Gigabit speed with his hand held tester that had Speedtest on it, he ran it several times and allowed me to see, he was directly plugged into ETH1 with a Cat6 patch cable. He knew a little more and knew these Technicolor Modems are terrible, CGM4140COM to be exact. So rep on the phone sent another tech out to me, another contractor, not a real in house tech. Well a couple hours later after he left I called Cox to Confirm. He got mad and then did something and said he did an ESR Ticket. First technician spent 3 hours trying to get Gig speeds, gave up said wait 2 days and try again it may need time to propagate (I LOL'd) I said to him put a ticket in im not waiting 2 days just so i can call back.
